According to data from the Philippine National Police’s Women and Children Protection Center (WCPC), as much as 20,584 minors surrendered to local police from July 1 to August 28, 2016. Of theses minors, around 98% confessed to being drug users, 1.33% as drug pushers, and 0.32% as drug runners.
